Jérôme Boulle is a seasoned social science practitioner with a 48‑year career spanning urban management, journalism, and sociological field research. He holds degrees in French literature, economics and management, media management, and an MBA from IAE Paris–Sorbonne Business School. From 1976 to 1995, he served as a Mauritian parliamentarian and three‑term Lord Mayor of Port‑Louis, and held leadership roles in international local government bodies, including the ACP‑EU Joint Assembly. Professionally, he has been Chief Editor for major media outlets in Mauritius and Madagascar, a regional correspondent for Le Point Afrique, and a senior consultant involved in numerous sociological surveys across the Indian Ocean region
